DADT wasn't the only thing on the bill. This is the bill's official description: "An original bill to authorize appropriations for fiscal year 2011 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes."
What I don't understand is why our government bundles issues together rather than vote on them separately. Screwed up!

So they can keep things that would easily pass with things that's a fail so they both fail. From the outside it looks crooked as hell.
